Authorities in Monaco are appealing to the public for assistance after an individual allegedly deposited an explosive device in a building’s foyer, which detonated and injured three individuals on Monday.
The detonation occurred around 9 p.m. local time within the apartment complex and was audible as far away as Nice, France, a distance of 13 miles, according to Stéphane Thibault, Monaco’s prosecutor.
Investigators reported that an unidentified Ukrainian entrepreneur, their associate, and teenage offspring sustained severe injuries in the blast.

Thibault stated at a press briefing on Tuesday that officials do not suspect the incident to be acts of terrorism. He informed journalists that the unknown perpetrator "appears to have departed for France."
The prosecutor informed the press that the suspect was captured on surveillance footage and reportedly entered the building, leaving the package at the entrance for a brief period before the victims approached the main doorway.

The package detonated upon the victims’ arrival, according to Thibault.
Thibault also mentioned that law enforcement in Monaco is coordinating with their counterparts in France and expressed optimism that the suspect could be apprehended "rather swiftly."

Monaco Minister of State Christophe Mirmand informed the news outlet Monaco INFO on Tuesday that security measures have been intensified across the principality, which spans approximately 0.8 square miles.
"I am urging everyone to assist in identifying the individual believed to be accountable for these actions," he stated to the station.
