“Russian Trace”. 1C officially banned in Ukraine

The State Service for Special Communications has published an open list of software and communication (network) equipment prohibited for use. It includes various modifications of the 1C accounting program with a “Russian trace.”

1C officially banned in Ukraine

Almost all accounting programs with a Russian trace were added to the banned list:

  • 1C: Accounting 8 for Ukraine;

  • 1C: Enterprise 8. Trade for private entrepreneurs of Ukraine;

  • 1C: Enterprise 8. Integrated accounting for budget institutions of Ukraine (basic);

  • 1C: Enterprise 8. Document management system for Ukraine;

  • BAS Retail and others.

Government agencies and local authorities are prohibited from using this software.

The State Service for Special Communications has published a list of prohibited programs, which is a centralized and official source of information for state authorities, local governments, military formations, state-owned enterprises, and critical infrastructure operators regarding technological solutions, the use of which creates unacceptable risks to national security.

The list will be updated and supplemented.

Refusal to use software and communications equipment that may contain hidden vulnerabilities or be used for espionage and sabotage is a key to ensuring the stability of the state in the face of full-scale aggression by the Russian Federation.

The list is formed and maintained by the Administration of the State Special Communications Service in accordance with Government Resolution No. 1335 of October 22, 2025.
