New taxes for Ukrainians: National Bank wants to tax parcels up to 150 euros and electric cars

The National Bank of Ukraine (NBU) has proposed introducing taxation on non-priority imports, including parcels worth up to 150 euros, electric vehicles, and luxury items. The aim of these measures is to reduce the significant state budget deficit, which reached $24.9 billion in January-September, due to high defense and reconstruction spending. This is stated in the NBU Inflation Report for October 2025.

The National Bank believes that taxation of non-critical areas will have minimal negative consequences for the economy, will not affect the country's defense capability, and will not slow down economic growth.

Proposed targeted measures:

• Taxation of parcels worth up to 150 euros.
• Taxation of electric cars.
• Taxation of luxury items.

The NBU is convinced that this will help reduce the current account deficit and maintain macrofinancial stability in wartime conditions.

Currently, according to current legislation, only the part of the parcel that exceeds 150 euros is subject to customs duty (10%) and VAT (20%).

As “FACTY” wrote, the idea of taxing parcels up to 150 euros has already been discussed. In early 2025, a corresponding bill was registered in the Rada, but it was withdrawn due to public outrage.
