Action.City united 3,000 companies / Ministry of Digital
From the moment of commencement of the unique tax environment known as “Diya.City,” it has attracted 3,000 resident firms, collectively remitting approximately UAH 55 billion in tax contributions throughout its existence.
According to a report by Delo.ua, this disclosure was made by First Deputy Prime Minister and Minister of Digital Transformation, Mykhailo Fedorov.
He stated that the “Diya.City” platform has already incorporated 3,000 participants, with a segment exceeding 400 entities specializing in defense technology.
These experts and their technological innovations are presently dedicating their efforts to bolstering defense capabilities, pioneering solutions for contemporary technological conflicts.
“We introduced “Diya.City” a fortnight prior to the onset of the large-scale incursion. It offers an unparalleled fiscal and regulatory framework that, even amidst wartime exigencies, has fostered the advancement of technology-driven enterprises and inventive startups, thereby bolstering the resilience of the Ukrainian economy,” the minister underscored.
Who is Eligible to Register as a “Diya.City” Resident?
This exclusive legal structure is open to business entities fulfilling the stipulations outlined in the Law of Ukraine concerning “Incentivizing the Advancement of the Digital Economy in Ukraine.” Companies engaged in the ensuing sectors are potential candidates for residency:
- software development;
- IT advisory services;
- development and distribution of computer games and other software applications;
- provision of internet-based and web-related services;
- data management and processing;
- educational programs in IT fields;
- cybersecurity measures.
It is worth mentioning that from January to August of 2025, the population of “Diya.City” almost doubled, reaching a total of 2,318 enterprises. This expansion resulted in a notable escalation in tax inflows. The national treasury amassed UAH 19.5 billion in payments. This sum is 81% (UAH 8.7 billion) higher compared to the equivalent period of the previous year, during which 1,339 residents contributed UAH 10.8 billion.
